Cambodia's Anti-Corruption Unit and Chamber of Commerce Sign MOU to Enhance Business Environment

On August 28, 2026, the Anti-Corruption Unit (ACU) of Cambodia and the Cambodia Chamber of Commerce (CCC) signed a Memorandum of Understanding (MOU) focused on "Promoting Transparency, Integrity, and a Better Business Environment." The ceremony, held at the ACU headquarters, was attended by high-ranking officials including Samdech Kitti Sangha Pandit Men Sam An, Senior Advisor to His Majesty the King and Chairman of the National Anti-Corruption Council, along with HE Kittinithisatbandit Om Yentieng, Deputy Prime Minister and Chairman of the ACU, and Neak Oknha Kith Meng, President of the CCC. Representatives from various ministries and government institutions, including the Ministry of Economy and Finance, Ministry of Justice, Ministry of Commerce, and the General Department of Taxation, also participated. The MOU aims to attract more domestic and foreign direct investment (FDI) by enhancing Cambodia's business environment. Key objectives include fostering fair competition, building confidence among investors, and eradicating unfair business practices, aligning with regional and global best practices and national development strategies. The event was also attended by HE Ms. Jieb Yuthary, President of the Cambodia International Cooperation Development Association (CIAECD), who stated that this initiative is crucial for the growth of the private sector and will make Cambodia a more attractive investment destination, thereby attracting increased FDI. Neak Oknha Kith Meng highlighted several key proposals during the event. He acknowledged the ACU's recognition of the CCC as an official "one-stop window" for channeling private sector complaints and concerns. He also proposed the establishment of direct communication channels between the two institutions, the development of Standard Operating Procedures (SOPs) with clear timelines and transparent mechanisms, the creation of an annual dialogue forum, joint training and dissemination programs on anti-corruption laws and business ethics, and the protection of clean businesses to ensure fair competition. The CCC will serve as a bridge, facilitating and transmitting complaints from its members to the ACU according to legal procedures, and disseminating anti-corruption laws. The ACU, in turn, commits to protecting and promoting integrity, fully supporting stakeholder participation, and maintaining strict confidentiality of information and evidence obtained legally. This agreement marks a significant step in the collaboration between the ACU and the CCC, signaling Cambodia's strong commitment to promoting integrity and a favorable business climate. Both institutions have called for support from government ministries, the business community, and CCC members to ensure the effective implementation of the MOU, aiming to establish Cambodia as an attractive and clean investment destination for long-term national economic progress. Prime Minister Hun Manet's emphasis on integrity in the economic sector, especially in an increasingly competitive global investment landscape, underscores the significance of this MOU as a practical mechanism for state and private sector cooperation.
