Sihanoukville Province Promotes Understanding of National Counter-Terrorism Plan

A workshop aimed at promoting understanding of the National Counter-Terrorism Plan was held in Sihanoukville Province on September 10, 2026. The event was attended by Long Dimang, Deputy Governor of Sihanoukville Province, and presided over by Phun Boramy, a member of the National Committee for Counter-Terrorism, representing the esteemed Dr. Om Yien Tieng, Minister Attached to the Prime Minister and Deputy Secretary-General of the National Committee for Counter-Terrorism. Deputy Governor Long Dimang emphasized that the workshop's core objective is to reinforce the understanding of the roles, duties, and responsibilities of the National Committee for Counter-Terrorism and the command structures of municipal and district administrations. This is crucial for ensuring smooth operational coordination among relevant institutions through a clear definition of roles, thereby enhancing the effectiveness of leadership in addressing potential terrorist incidents within their respective localities, with a focus on having pre-emptive action plans. In his opening remarks, the Deputy Governor underscored the significance of organizing security and public order plans. He stated that security is not merely a response to events but rather the preparedness to foresee and prevent risks before they materialize into crises. He added that in a time of significant advancements in technology and evolving criminal activities, the readiness of local authorities is a key determinant of national resilience. Concurrently, the Deputy Governor of Sihanoukville Province recalled the profound statement made by Samdech Akka Moha Sena Padei Techo Hun Sen, former Prime Minister of the Kingdom of Cambodia, during the inauguration ceremony of the Secretariat of the National Committee for Counter-Terrorism: "Fighting terrorism is fighting against our own negligence." Therefore, he stressed that municipal and district authorities must not be negligent and must be prepared to prevent and counter terrorism within their areas of responsibility.
