Vietnam Communist Party Aims for 'Digitalized Party Organization' by 2030

The Central Office of the Communist Party of Vietnam has issued a plan to promote digital transformation within the system of Party committee offices for the period 2026-2030 (Plan No. 213-KH/VPTW, dated September 5, 2026). According to the plan, the implementation will be unified and comply with Decision No. 480-QĐ/TW, dated August 26, 2026, by the Secretariat of the Central Committee of the Communist Party of Vietnam, which issued the Digital Architecture Framework for Party agencies, version 1.0, along with architectural documents and implementation guidelines issued under authority. By 2030, the goal is to form a unified, interconnected, and secure digital work environment within the system of Party committee offices. Most eligible processes will be performed end-to-end in the digital environment. Electronic records will be managed according to their lifecycle, data will be created at the source, standardized, connected, and reused. Reporting, tracking, monitoring, and advisory functions will be progressively data-driven. Cadres will proficiently use appropriate digital tools and AI, enhancing the quality, speed, and control capabilities in advisory and synthesis tasks. Data, digital platforms, and digital tools will be exploited to support leadership, direction, and decision-making. The plan also aims to coordinate the provision and exploitation of digital capabilities within the functions of Party committee offices to serve the activities of Party organizations and members in the digital environment, in accordance with regulations. The plan emphasizes resource mobilization, including budget allocations by competent authorities, regular expenditures, expert resources, and the resources of professional units in standardizing processes, data, and operations. Priority will be given to exploiting, upgrading, and consolidating existing digital assets before new investments. While outsourcing appropriate services for infrastructure and user support is permissible, data, business processes, decision-making authority, management rights, and security responsibilities must be controlled by the Party agencies.
