Cambodia Road Bids See Drastic Price Drops, Experts Warn of Quality Concerns

In Tbong Khmum province, Cambodia, an unusual situation unfolded during the bidding process for two road construction projects valued at over 500 million Riel (approximately $125,000 USD). The winning bids were drastically lower than anticipated, raising concerns among local authorities about potential compromises in construction quality. Officials are now strongly urging contractors to adhere to technical standards. The bidding took place on September 15th at the Tambae district office. The projects included the construction of a 400-meter concrete road in Chong Chia commune, with an estimated budget of over 263 million Riel, and a 3,098-meter dirt road with three culverts in Trapaing Pring commune, budgeted at over 269 million Riel. For the concrete road project, 13 companies participated, with Hun Sophann company winning the bid at 84 million Riel. For the dirt road project, 11 companies competed, and Leng Song Hong company secured the bid for over 59 million Riel. In both cases, the winning bids were less than a third of the estimated budgets. Mr. Song Sereyvandy, head of the provincial Department of Planning and Investment, noted that some participating companies had incomplete documentation and warned against future occurrences. "The committee seeks a company that can build high-quality roads meeting technical standards and achieve fair profits. However, when bids drop this low, there is a risk that road quality will not be guaranteed," he expressed concerns. Furthermore, Mr. Sereyvandy warned that while the technical specifications for concrete roads mandate the use of steel bars with a diameter of 8 millimeters or more, some companies might use substandard materials. He recalled past instances where companies that failed to meet standards were ordered to undertake additional construction. Meanwhile, the representative for Leng Song Hong, the company that won the bid for the dirt road, pledged to construct the road according to technical standards and specifications. However, following the outcome of these bids, there is growing anticipation among local residents and stakeholders to see whether these companies will indeed deliver roads that meet the required technical standards.
