Home Affairs Minister Proposes Finance Ministry Pay DBH to Regions Struggling with Employee Salaries

The Indonesian Minister of Home Affairs has proposed that the Ministry of Finance directly disburse revenue sharing funds (DBH) to regional governments that are experiencing difficulties in paying civil servant salaries. This proposal is intended as a measure to address the current situation where fiscal pressures on local administrations are impacting salary payments to public employees. DBH is a system where a portion of tax revenue collected by the central government is allocated to regional governments, serving as a crucial source of local finance. However, some regional governments are facing severe fiscal management challenges due to unexpected revenue declines or expenditure increases. In particular, civil servant salaries are mandatory expenditures for regional governments, and their delay can directly lead to the dysfunction of local administration and a decline in public employee morale, posing a serious problem.
