Vietnam and Laos to Enhance Sharing of Practical Experience in State Administration and Organizational Structure

Prime Minister Le Minh Hung of Vietnam met with Mr. Sisay Leudetmounsone, head of the Lao People's Revolutionary Party's Central Organization Commission, at the Government Office on July 29. Mr. Leudetmounsone is visiting Vietnam for working sessions with the Communist Party of Vietnam's Central Organization Commission and the Vietnamese Ministry of Home Affairs. Prime Minister Hung congratulated Mr. Leudetmounsone on his new appointment as head of the Lao People's Revolutionary Party's Central Organization Commission and highly valued his visit to Vietnam, stating it would contribute to concretizing high-level agreements between the two parties and states, and further deepen the special relationship between Vietnam and Laos. He also commended the significant achievements of the Lao People's Revolutionary Party and the Lao people, particularly the successful organization of the 12th Party Congress, the consolidation of the leadership apparatus, and progress in economic and social development goals, political stability, and enhancing Laos' international standing. Mr. Leudetmounsone briefed Prime Minister Hung on the implementation of Resolution XII of the Lao People's Revolutionary Party and the recent work results of Laos' organizational sector. He specifically mentioned the practical and effective outcomes of the talks between the heads of the central organization departments of both parties, and between the Lao People's Revolutionary Party's Central Organization Commission and the Vietnamese Ministry of Home Affairs. Prime Minister Hung expressed his pleasure at the strong and comprehensive development of the special solidarity and friendship between Vietnam and Laos. He lauded the cooperative achievements between the Lao Ministry of Home Affairs (formerly) and the Lao People's Revolutionary Party's Central Organization Commission (currently) with the Vietnamese Ministry of Home Affairs. The two sides have regularly exchanged delegations and closely coordinated in building institutions, organizing the apparatus, managing cadres and civil servants, administrative reform, and enhancing state management capacity. They have also supported each other at ASEAN cooperation meetings and forums in public service. The signing of a new Memorandum of Cooperation for the 2026-2030 period by the two agencies was seen as demonstrating the proactiveness and flexibility of both sides in adjusting and perfecting coordination mechanisms to suit changes in the functions, tasks, and organizational structures of relevant agencies. During discussions on the implementation of Resolution XIV of the Communist Party of Vietnam Congress, particularly the one-year operation of the three-tier government model, Prime Minister Hung proposed that the two agencies continue to coordinate closely and focus on several tasks. These include maintaining delegation exchanges at all levels, effectively implementing the agreed cooperation contents in the signed Memorandum of Cooperation, enhancing the exchange of information and sharing of professional expertise in areas of mutual interest, and sharing models, initiatives, and practical experiences in building organizational structures, state management, and developing a modern civil service. Cooperation and mutual support at regional and international forums, especially within the ASEAN framework for public service cooperation, were also emphasized. Furthermore, Prime Minister Hung requested the Vietnamese Ministry of Home Affairs to continue its attention and support for the Lao People's Revolutionary Party's Central Organization Commission in organizing training and capacity-building programs to enhance the professional and practical skills of its cadres, tailored to Laos' needs and Vietnam's support capabilities. Mr. Leudetmounsone acknowledged Prime Minister Hung's directives and expressed his hope that senior Vietnamese leaders, particularly Prime Minister Hung, would continue to provide attention and support to ensure the highest achievements in the cooperative relationship between the Lao People's Revolutionary Party's Central Organization Commission and its Vietnamese counterparts, especially in party building, cadre training, state administrative organization, local government organization, cadre and civil servant management, institution building and perfection, administrative reform, emulation and rewards, and the streamlining and consolidation of government organizations at all levels for efficiency and effectiveness.
