Quang Ninh Province to Launch Free Electric Bus Service for Students

Quang Ninh Province in northern Vietnam is set to launch a free electric bus service for students residing in the Hong Gai, Ha Long, and Ha Tu wards of Ha Long City, starting from the 2026-2027 academic year. This initiative aims to enhance student safety and alleviate the burden on parents. According to Mr. Bui Hong Minh, Deputy Director of the Provincial Department of Construction, the province will initially deploy 30 electric buses operating on 66 routes with 139 stops, serving students from 22 schools. Approximately 3,000 students have registered for the service so far, and the fleet may be expanded to up to 100 buses if demand increases. The buses will be equipped with advanced management systems. Attendance will be taken using vehicle-mounted sensors, mobile phones, or student cards upon boarding and alighting, with real-time information shared with parents and schools. Additionally, onboard cameras and an emergency confirmation button at the rear of the passenger compartment are installed to prevent student abandonment. Drivers and attendants will be required to thoroughly inspect the cabin after all students have disembarked before pressing the confirmation button. The estimated monthly cost per bus is VND 100 million, with the program commencing in the 2026-2027 academic year. A review will be conducted after the pilot phase to assess long-term implementation. To encourage business participation, the authorities will subsidize 70% of the loan interest for vehicle purchases. Quang Ninh Province, a key economic hub in Vietnam, has been prioritizing infrastructure development. This free student transport service is seen as a move to improve educational accessibility in the region and promote environmentally friendly public transportation, aligning with the government's focus on social welfare and citizen well-being within Vietnam's one-party system.
