Vietnam's Senior Personnel Reshuffles: Routine or Selective?

Vietnam's Communist Party is currently implementing an unusual series of high-level personnel reshuffles, with speculation mounting that stringent performance evaluation criteria are influencing these changes. One notable move involved Do Thanh Binh, who was transferred from his position as Secretary of the Can Tho City Party Committee to a senior role in the Ministry of Interior in Hanoi in September 2025. However, he has now returned to his former post in Can Tho after just over 300 days, a decision announced on July 25, 2026, by Nguyen Duy Ngoc, head of the Central Organization Commission. Concurrently, Le Quang Tung, who succeeded Binh in Can Tho, has also relinquished his position after just over 300 days to become Secretary of the An Giang Provincial Party Committee. Tung previously gained public attention for misreading a large sum of money during his tenure as Secretary-General of the National Assembly. These personnel changes in two key Mekong Delta localities signify notable shifts in the Party's leadership and cadre management policies. Binh's swift departure from the Ministry of Interior marks him as the first minister to leave Prime Minister Le Minh Hung's cabinet after a short tenure. Questions are being raised whether these are routine cadre rotations or selective replacements within the context of the Party and State, under the leadership of General Secretary and President To Lam, implementing Key Performance Indicators (KPIs) as a criterion for cadre evaluation. The Central Organization Commission issued guidance in May 2026 on quarterly cadre evaluations, requiring the prompt replacement of officials rated as "not fulfilling duties" for two consecutive quarters. While it remains unclear if Binh's reassignment is linked to this, Prime Minister Hung stated on June 13 that officials failing to meet job requirements must be replaced promptly. Beyond the Ministry of Interior and the provincial leadership in An Giang and Can Tho, numerous other centrally managed cadres are also being rotated and reassigned. For instance, four Central Committee members were transferred on July 13. The relocation of Nguyen Khac Toan, Chairman of Hue City People's Committee, to Da Nang has also drawn attention, though rumors about his successor have been denied by authorities. Furthermore, there are rumors of a replacement for Le Quoc Minh, Editor-in-Chief of the Nhan Dan newspaper, linked to the handling of the Nguyen Thanh Nam case and the book "Chuyen voi Thanh - Lời kể mới từ ánh sáng." However, no official information regarding this was released at the close of the 3rd Plenum of the 14th Central Committee.
