Vietnam to Unify Legal Framework for Public Finance Management
Vietnam's National Assembly Standing Committee deliberated on key draft laws, resolutions, and decrees aimed at establishing a unified legal framework for public finance management, allocation, and utilization, expecting enhanced transparency and efficiency.
On July 27, as part of its 4th session, the National Assembly Standing Committee deliberated on important draft laws, resolutions, and decrees aimed at establishing a unified legal framework for the management, allocation, and utilization of public finances. These measures, if passed, will create a legal basis for many new issues. The deliberations were chaired by National Assembly Chairman Tran Thanh Man and aimed to enhance transparency, efficiency, and accountability in fiscal operations. Vietnam has experienced rapid economic growth in recent years, but challenges in public finance management and allocation have also been noted. Effectively utilizing limited state budgets to improve citizens' lives and support national development strategies remains a key policy agenda. The establishment of a unified legal framework is expected to standardize the entire process from budget formulation to execution and oversight, leading to simplification of bureaucratic procedures and prevention of corruption and waste. This is also seen as part of the Communist Party of Vietnam's initiative to build a "clean and strong government." Furthermore, this framework could enhance credibility with the international community and contribute to stabilizing external debt management. Vietnam requires substantial funds for infrastructure development and social welfare expansion, making efficient fiscal management a foundation for sustainable economic growth. Following the deliberations by the National Assembly Standing Committee, the legislative process is expected to proceed through public consultations and adoption by the National Assembly. This move is noteworthy as it signifies the evolution of fiscal governance in Vietnam.
