Cambodia has officially launched unified websites for its 25 provincial information departments, marking a significant achievement in advancing digital transformation within the country's information sector and enhancing the efficiency and transparency of information dissemination. The launch ceremony was presided over by H.E. Chea Vandeth, Minister of Post and Telecommunications, and H.E. Net Pheaktra, Minister of Information, on September 21, 2026. Sambor Vannarith, representative of the technical working group for the project, stated that the establishment of these unified websites responds to the Cambodian government's "Pentagon Strategy Phase 1" under the wise leadership of Prime Minister Hun Manet. These websites are designed to serve as sharp strategic weapons to ensure "information security," accelerate dissemination, promote transparency, and act as a robust shield against fake news at the grassroots level. Under the close collaboration and full support of both ministers, the working group from the Ministry of Information, in partnership with the technical team from the Ministry of Post and Telecommunications, developed these websites. Key achievements include the creation of a unified identity using the national domain .info.gov.kh, a sophisticated Government Content Management System (CMS) that allows for easy data updates and high digital security, and capacity building for officials through continuous training for focal officers from all 25 provincial information departments. H.E. Net Pheaktra, Minister of Information, stated that the operationalization of these unified websites is a crucial step in meeting new demands. He emphasized that establishing a "Unified Digital Identity" under the national domain ".info.gov.kh" facilitates ease of recognition and access to official information from provincial information departments, thereby building trust. He further noted that in the digital world, where information proliferates rapidly and both true and false news can spread at the same speed, citizens need to know the source of information, its official status, and its verifiability. Therefore, these 25 official websites must become the go-to sources for citizens seeking official and verifiable information. This launch is considered just the first step in a new historical chapter. The project team has outlined future strategic directions, including multi-system integration with social media, the Ministry of Information's smart mobile application (MoINFO App), and the national digital data repository. Plans also involve incorporating Artificial Intelligence (AI) to aid in data analysis, voice-to-text and text-to-voice conversion, and ensuring sustainability through continuous capacity building of officials and monitoring technological advancements to guarantee that information from the local level flows into the national information stream "instantly and timely." Mok Khemra, Director-General of the Electronic Government Department, highlighted that both ministers have paid close attention and provided continuous recommendations to ensure the system's high quality, adherence to technical standards, and security. The primary goal is to ensure that all 25 provincial information departments have official websites through this modern information management system. The CMP platform was developed by the ministry's expert team in accordance with the key principles of the Digital Economy and Society Framework 2021-2035 and the Digital Government Policy 2022-2035. Its main functions include the use of Headless API techniques for content extraction and reuse on websites or mobile apps, a user-friendly No-Code Management function allowing information officers to quickly manage text, image, and video uploads without coding knowledge, and data segmentation (Multi-tenancy) to ensure secure and scalable data management for each institution. He reported that since its soft launch in June 2026, the CMP platform has achieved notable results, including the increase of websites to 51 (comprising 25 provincial information departments, 24 provincial Post and Telecommunications departments, and 2 ministries/institutions). A total of over 14,610 articles have been disseminated by the information departments. The information departments of Kampong Thom, Pursat, and Siem Reap provinces have been particularly prominent in utilizing this system.
