Vietnam Allows Teachers to 'Cross-Teach' Subjects if Qualified

Vietnam's Ministry of Education and Training has announced a policy allowing teachers to conduct additional tutoring in subjects outside their primary assignment, provided they meet the necessary qualification requirements. This clarification came in response to public inquiries. Specifically, when asked if a teacher assigned to teach Information Technology at school, but also holding a valid qualification to teach Mathematics, could tutor Mathematics and collect fees, the Ministry stated that it is permissible if the teacher possesses the appropriate credentials. However, a crucial condition remains: teachers are still prohibited from collecting fees from students in their own assigned classes. This policy aims to prevent potential conflicts of interest between teachers and students, ensuring objectivity and fairness in tutoring activities. This provision is part of Circular 29/2024/TT-BGDĐT on the management of tutoring and extra classes, which will take effect from February 2025. According to Circular 29, individuals and organizations offering tutoring outside of school must register their business and publicly disclose information regarding tuition fees and class duration. Furthermore, tutoring for primary school students is generally prohibited, and violating teachers may face fines of up to VND 50 million. This allowance for 'cross-teaching' is seen as an effort to address teacher shortages in Vietnam and to effectively utilize educators with specialized knowledge in specific subjects. However, careful implementation will be necessary to maintain educational quality and prevent disparities in learning opportunities due to economic differences.
