Cambodia Unveils Integrated Financing Ecosystem to Bolster MSMEs, Economic Resilience

PHNOM PENH, Aug 4, 2026 (KPT) – Cambodia has unveiled an integrated ecosystem of government-backed financing and support programs to strengthen micro, small and medium-sized enterprises (MSMEs) and reinforce long-term economic resilience, officials said Monday. The initiative was presented at the 2026 National Business Financing Forum, held July 30-31 under the theme “Integrating Government Financial Support to Achieve Economic Resilience.” Organized by the Ministry of Economy and Finance and seven public institutions, the forum brought together around 600 representatives from government agencies, development partners, financial institutions, business associations and MSMEs. Deputy Prime Minister and Finance Minister Aun Pornmoniroth said the government is prioritizing private sector development by improving access to loans, credit guarantees, grants and skills training across the business lifecycle. He said the forum aimed to raise awareness of financing mechanisms, gather feedback and strengthen coordination among institutions to build a more inclusive ecosystem. Officials highlighted that government-backed institutions have already provided substantial support. The Agricultural and Rural Development Bank has extended about US$531 million in loans, mainly to MSMEs and agribusinesses. The SME Bank of Cambodia has disbursed around US$647 million to nearly 4,000 enterprises, while the Credit Guarantee Corporation of Cambodia has backed loans worth US$588.4 million, with MSMEs accounting for 92 percent of beneficiaries. Meanwhile, the Entrepreneurship Development Fund, Khmer Enterprise, the Skills Development Fund and the Techo Startup Center have provided grants, equity investment, training and startup support. Organizers said the forum will become an annual event to promote dialogue and strengthen MSME resilience.
