Notably, this growth is driven by large-scale, high-tech projects rather than a surge in the number of new investments, signaling a significant improvement in the quality of capital inflows. This trend aligns with the objectives of Resolution 10-NQ/TW, adopted by the Central Committee of the Communist Party of Vietnam. The resolution emphasizes attracting more value-added and sustainable investments over sheer volume expansion. Specifically, it aims to encourage investment in advanced technologies, research and development, and innovation to drive Vietnam's economic restructuring and enhance competitiveness. To further accelerate the attraction of high-quality FDI, the Vietnamese government has outlined a four-pronged plan. This includes improving the investment environment, refining legal frameworks, fostering human capital development, and strengthening infrastructure. The government has also clearly signaled its intention to prioritize investments in high-tech and green economy sectors. Under Vietnam's one-party system, Party decisions directly translate into national policies, serving as a driving force for economic growth strategies. Resolution 10 represents the latest national strategy aimed at economic upgrading within this framework, and its implementation is crucial for Vietnam to assume a more significant role in global supply chains. In relation to China, Vietnam is attracting attention as an investment destination amid efforts to diversify supply chains and mitigate geopolitical risks. Attracting high-quality FDI is essential for capturing these international trends and bolstering Vietnam's economic resilience.
