Vietnam Introduces Digital Social and Health Insurance Cards via VssID App
Vietnam's Social Insurance Agency has integrated the function to generate electronic social insurance books and health insurance cards within the VssID app. This move aims to enhance user convenience and strengthen the management of premium arrears and evasion.
Vietnam's Social Insurance Agency has integrated a new function into its official VssID app, allowing users to generate and display electronic versions of their social insurance books and health insurance cards. This initiative is part of the nation's broader digital transformation efforts. The new feature officially went live on September 20, 2026, following upgrades to the agency's operational software by the Center for Information Technology and Digital Transformation. This enhancement enables citizens using the VssID app to carry their social and health insurance information digitally, with updated details reflected for new enrollments and renewals. The digitalization of health insurance cards is expected to further facilitate the use and management of insurance information. Beyond user convenience, the system upgrade also aims to bolster the management of businesses that are delinquent or evading social insurance premium payments. The system now includes processes for identifying such entities, sending electronic reminders, and initiating legal actions, including investigations, fines, and prosecutions. A list of defaulting businesses will also be published on the public portal, in accordance with regulations. This move aligns with Vietnam's national strategy to transition towards a digital economy, with the digitalization of administrative services being a key component. The digital transformation of the social insurance system is considered a significant step towards improving citizen convenience and enhancing the overall transparency and efficiency of the system. Under Vietnam's one-party system, such initiatives reflect efforts to deepen administrative service penetration and strengthen governance among the populace. The agency has requested relevant units within the social insurance sector to implement these changes and promptly report any software-related issues for collaborative resolution.
