Vietnam Approves National Data Strategy for 2026-2030, Accelerating Digital Economy Growth

The Vietnamese government has approved the National Data Strategy for the period 2026-2030, with a vision extending to 2045. This strategy aims to establish a unified, modern, secure, reliable, interconnected, and shared national data ecosystem. The overarching goal is to leverage data as a strategic resource, a crucial production material, and a new driving force for national governance, the digital economy, and the digital society. It seeks to accelerate the application of artificial intelligence (AI), high-performance computing, and other strategic digital technologies for analysis, forecasting, policy formulation, and smart service delivery. Specifically, the strategy targets the training of at least 50,000 civil servants and officials proficient in data management, analysis, and utilization, aligned with the national data governance framework. It also plans to train approximately 300,000 workers in enterprises on data skills, data analysis, and AI applications. Furthermore, a core team of at least 5,000 data experts will be developed within state agencies, businesses, educational institutions, and scientific and technological organizations. Over 50 higher education institutions are expected to offer programs in data science, data management, AI, high-performance computing, and data security. By 2045, 100% of leadership, direction, management, and operational activities of Party and State agencies are envisioned to be data-supported. At least 90% of important decisions and policies will be formulated, evaluated, and forecasted based on data analysis and AI. All eligible public services will be provided entirely online, with at least 90% of essential public services offered proactively, automatically, or personalized based on data, aiming for a citizen and business satisfaction rate of 99% or higher. Moreover, Vietnam will achieve the capability to master at least 80% of the core platforms, technologies, and products for data management, storage, processing, analysis, and protection. Self-reliance in cloud computing, high-performance computing infrastructure, AI infrastructure, AI models, and data security will also be established.
