Quang Ninh Province in northern Vietnam has set ambitious targets to achieve a breakthrough development by 2030, focusing on infrastructure, economic growth, and human resource training. A Quang Ninh official praised the collaboration between Siemens Mobility and VinSpeed in developing the Hanoi–Quang Ninh high-speed railway, expressing hope that the project will pave the way for future cooperation in modern railway development and workforce training. Economically, the province is seeing significant domestic investment from non-State sources. In August alone, 39.082 trillion VND in domestic investment was recorded, with 12 new projects granted investment certificates and one existing project approved for increased capital. The importance of Quang Ninh was underscored by the attendance of General Secretary of the Communist Party of Vietnam Central Committee and President To Lam at a ceremony announcing the National Assembly’s resolution to establish Quang Ninh as a centrally governed city. He presented the first-class Labour Order to the province's party organization, authorities, and people. Efforts to streamline administrative procedures are also underway. A draft decree aims to simplify procedures by requiring authorities to proactively pull information from databases, eliminating the need for applicants to resubmit documents. This move is expected to prevent discretionary licensing.
