Cambodia Directs Provincial Authorities to Ensure Security and Prevent Malpractice in High School Exams

The Ministry of Education, Youth and Sport of Cambodia has issued a directive on the duties of governors of provinces, capitals, municipalities, districts, and communes in the process of the High School Diploma Examination (SBA). The directive aims to ensure that the examination process is conducted smoothly, with good order and discipline, particularly adhering to the principles of law, justice, and transparency, and that the results are acceptable to candidates, parents, guardians, and the public. The directive, obtained on July 29, 2026, highlights the significant role of local administrative authorities in facilitating the work of the examination committees and supervisors. Before the written examination begins, governors are required to facilitate the transportation of the examination question paper boxes from the Ministry of Education, Youth and Sport to the provinces, capitals, municipalities, districts, and communes. Concurrently, they must assign officials responsible for receiving, handing over, and safeguarding these boxes, as well as ensuring their security during the delivery period. Furthermore, governors are tasked with deploying forces to ensure the security of the transportation and storage of the question paper boxes and candidate answer sheet boxes at the provincial, capital, municipal, district, and commune examination centers. This includes accompanying the national examination supervisors for each province/capital and the national sub-committees for each center to store the question paper boxes in the provincial/capital offices and then transport them to the municipalities, districts, and communes with examination centers, following the technical briefing sessions.
