Vietnam Proposes Quang Ninh as 'Heritage City', Bac Ninh as 'Semiconductor City'

On August 6, the National Assembly of Vietnam, during discussions in Subcommittee 13 (comprising delegates from An Giang and Quang Tri provinces), deliberated on draft resolutions to establish Quang Ninh and Bac Ninh provinces as centrally-governed cities. The participating delegates generally expressed agreement with the proposal to elevate these two provinces. This initiative is viewed as part of Vietnam's differentiated urban development strategy, aimed at capitalizing on the unique characteristics of each region. Quang Ninh province, home to the World Heritage site Ha Long Bay, boasts rich natural landscapes and historical heritage, and seeks to brand itself as a 'Heritage City.' The objective is to balance sustainable tourism development with the preservation of cultural heritage. Meanwhile, Bac Ninh province has rapidly developed into a hub for Vietnam's semiconductor industry and electronics manufacturing, attracting numerous high-tech companies, notably Samsung Electronics. Designating the province as a 'Semiconductor City' aims to further enhance its industrial infrastructure, promote research and development, and foster the training of advanced human resources, thereby strengthening its international competitiveness in this sector. The Communist Party of Vietnam is promoting development models that maximize regional strengths to sustain economic growth and upgrade the industrial structure. The centralized decision-making process under the one-party system offers advantages in expediting large-scale urban development plans and industrial policies. Furthermore, for Vietnam, which has strong economic ties with China, the concentration of advanced technology industries in areas like Bac Ninh holds strategic significance in enhancing its importance within global supply chains. This proposal extends beyond a mere administrative change; it signals Vietnam's direction for national development. The focus will now be on how both cities leverage their distinct features to contribute to regional economic revitalization and overall national progress.
