Philippines Limits Extended Aid for 4Ps Beneficiaries to Survival and Subsistence Levels

The Department of Social Welfare and Development (DSWD) has announced that the extension of the maximum seven-year period for the Pantawid Pamilyang Pilipino Program (4Ps), the country's flagship poverty alleviation initiative, will be limited only to households classified under Level 1 (Survival) and Level 2 (Subsistence). DSWD Assistant Secretary Elaine Fallarcuna, head of the Conditional Cash Transfer Group, clarified that the extension will exclusively apply to families in Level 1 and Level 2. Qualified households may continue to receive assistance beyond the seven-year limit, provided they continue to meet the program's eligibility requirements and comply with its conditionalities on health, education, and attendance at Family Development Sessions. According to the latest Social Welfare and Development Indicator (SWDI) results, 1,381,625 families are deemed qualified for the extension. Of these, 1,744 families are classified under Level 1, while 1,379,881 are under Level 2. "We would like to emphasize that the extension is not automatic and undergoes reassessment every year," Fallarcuna stated. Beneficiaries will undergo annual reassessment using the enhanced SWDI tool, which the DSWD utilizes to gauge a family's economic sufficiency and social adequacy. If a family reaches Level 3 (Self-Sufficient) in the following year, their path will be a "transition path" and not an extension path, she explained. Furthermore, beneficiaries may exit the program once they reach Level 3 or no longer have monitored children, irrespective of their enrollment duration. The duration of assistance is determined by the annual reassessment, not by the number of years enrolled. The 4Ps program was launched in 2008 and institutionalized through Republic Act No. 11310 in 2019.
