Cambodia Launches 4th National Action Plan to Combat Violence Against Women

Cambodia has officially launched the "4th National Action Plan on the Prevention of Violence Against Women," covering the period from 2025 to 2030. This initiative aims to establish a solid foundation for strengthening responses to violence against women and girls and ensuring they receive quality and effective services. Ing Kantha Phavi, Minister of Women's Affairs, stated during the official announcement and launch ceremony on September 21, 2026, that the plan provides a clear framework for enhancing interventions, prevention, and responses to violence cases. She emphasized the importance of strengthening coordination among relevant institutions to ensure more effective assistance and services for victims. The 4th National Action Plan focuses on four key strategies: 1. Prevention and Deterrence; 2. Legal Protection and Multi-sectoral Services; 3. Formulation and Implementation of Laws and Policies; and 4. Monitoring and Evaluation. The objective of this launch is to officially disseminate the plan to relevant partners and demonstrate the government's strong commitment to promoting a culture of non-violence and social harmony. This will be achieved through effective and timely prevention, deterrence, and intervention in cases of violence against women and girls. The ceremony was attended in person by approximately 400 representatives from ministries, national and sub-national institutions, diplomatic corps, development partners, civil society organizations, the private sector, media, youth, trade unions, and the Cambodian Red Cross.
