Ho Chi Minh City to Offer Daily Allowance for Data Standardization Workers

Ho Chi Minh City will provide a daily allowance of VND 200,000 (approximately USD 8) to individuals participating in the construction and standardization of national and specialized databases. This initiative is part of an instruction issued on July 25 by the City People's Committee, implementing a resolution from the City People's Council. The daily allowance applies to individuals appointed or mobilized by competent authorities to participate in key data-related plans. Participants are required to possess the necessary capacity and expertise to perform tasks such as ensuring accurate and quality data input, as well as the connectivity, synchronization, interoperability, and continuous maintenance and updating of data between systems. The data bases targeted fall into three categories: 13 national and key specialized databases mandated for connection and sharing within the political system; 20 national databases listed by the Prime Minister; and 330 national and specialized databases supporting comprehensive digital transformation, of which 242 are mandated for connection and sharing. Eligible participants will receive the allowance upon receiving an appointment decision from the competent authority and based on actual working days during the plan's implementation period. For civil servants, public employees, and officials whose salaries are paid from the state budget, the supported time must be outside their regular working hours for which they are already compensated. This support policy will not be duplicated with other benefits, and participants will receive the highest applicable benefit. Ho Chi Minh City plans to organize 13 peak periods for data construction and standardization this year, each involving up to 7,000 participants for a maximum of 90 days, with output commitments required. Funding for these activities will be allocated from the budget for science, technology, innovation, and digital transformation, according to current decentralization. In 2025, the city has already conducted two 90-day peak periods for standardizing data on marriage and land. This resulted in the cleaning of marital status data for approximately 7.4 million people and the digitization and updating of over 3.1 million land parcels, establishing a foundation for data exploitation and sharing to serve management and public service provision.
