Delhi's EV Policy: Changing the Engine, Not the System
Delhi's new Electric Vehicles Policy, effective July 1, 2026, aims to reduce emissions but is criticized for failing to address underlying issues like car dependence, displaced environmental harm, and worker costs. While EV adoption is expected, concerns remain about perpetuating socio-economic inequalities.
Delhi's new Electric Vehicles Policy, notified on June 30 and effective from July 1, 2026, aims to reduce emissions from vehicles, a major contributor to air pollution. However, critics argue that the transition to EVs fails to adequately address underlying issues such as car dependence, the displacement of environmental harm, and the costs borne by workers. The policy mandates that from January 2027, only electric three-wheelers and N1-category light goods vehicles can be newly registered, with this mandate extending to new two-wheelers from April 2028. Purchase incentives include up to 30,000 Indian rupees for electric two-wheelers and 50,000 rupees for e-autos. Electric cars priced up to 3 million rupees will receive road-tax and registration-fee exemptions, and owners who scrap older cars can receive 100,000 rupees. The policy also supports charging infrastructure, battery recycling, and government-owned electric buses. Unlike national schemes, Delhi's policy combines incentives with mandatory deadlines. Given that vehicles contribute 23 percent of Delhi's winter air pollution, with two-wheelers accounting for about 67 percent of its vehicle stock, prioritizing intensively used two- and three-wheelers, goods vehicles, and buses is considered sensible. EVs eliminate tailpipe exhaust, use energy more efficiently, and generally produce lower lifecycle emissions than comparable petrol or diesel vehicles. However, EVs are still connected to energy and material supply chains. With roughly seven-tenths of India's electricity supplied by coal, some of the pollution removed from Delhi's streets may be displaced towards coal-mining regions and settlements near power plants. Furthermore, battery production is linked to issues such as water depletion, land conflict, and unsafe labor practices, with much of the lithium and copper production concentrated in water-stressed areas. While Delhi's provisions for collection, reuse, and recycling are welcome, end-of-life management cannot guarantee justice at the beginning of the supply chain. Moreover, the shift to EVs largely leaves the structure of car-dependent mobility untouched. An electric SUV occupies the same road and parking space as a petrol SUV, creates the same congestion, and can be equally threatening to pedestrians and cyclists. Particulate matter pollution from tires, brakes, and road surfaces remains a concern. Tax exemptions for high-value EVs benefit households that already possess the income, parking space, and charging access for car ownership. In contrast, delivery workers and auto drivers face debt, high interest rates, uncertain resale values, charging queues, and lost earnings during charging or repairs. The Delhi's Gig Workers Association has called for interest-free loans, adequate subsidies, affordable charging and battery swapping, social protection, and financial responsibility from platform companies. The issue of charging infrastructure also remains significant. Nearly 84 percent of public chargers examined in a representative Delhi sample were not functioning, primarily due to theft and inadequate maintenance. While the policy calls for infrastructure development, implementation must measure uptime, affordability, and neighborhood access, not merely installations. Culturally, the private vehicle has become a symbol of status, autonomy, safety, and class mobility in India. An electric SUV can carry the same aspirations and hierarchies as a petrol SUV, now with the added reassurance of being green. A policy that subsidizes EVs while leaving the prestige of private automobility intact risks decarbonizing aspiration without reducing the demand for energy, materials, and urban space. A more comprehensive policy would locate EVs within the established "avoid, shift, and improve" framework. Delhi's policy primarily focuses on "improvement" by replacing conventional vehicles with cleaner ones. However, a true mobility transition also requires "avoiding" unnecessary motorized travel through compact, mixed-use urban planning and "shifting" towards public and shared transportation.
