Cambodia Hosts International Conference on Combating Tech Scams, Boosting Cooperation

PHNOM PENH, Cambodia, September 23, 2026 -- Speaking to national and international journalists about the proceedings of the International Conference on Combating Technology Scams on its first day, September 23, 2026, His Excellency Net Phakthra, Minister of Information and Chairman of the Conference's Information and Dissemination Sub-Committee, stated that the conference was attended by representatives from 27 countries and 7 international organizations, totaling over 1,000 participants. He emphasized that this international conference demonstrates the Royal Government of Cambodia's commitment to fighting online scams and promoting international cooperation to respond to increasingly complex transnational crimes. According to His Excellency Net Phakthra, online scams are not a problem faced by any single country but a shared issue for the international community. Criminal networks utilize people, technology, telecommunications infrastructure, and illegal financial systems to conduct cross-border activities. Therefore, no country can successfully combat this crime alone. His Excellency the Minister highlighted that under the leadership of the Prime Minister, the Royal Government of Cambodia has enhanced special mechanisms and launched a nationwide campaign to eradicate online scams. This involves the participation of ministries, institutions, and competent authorities at all levels, as well as cooperation with partner countries and international organizations. Through practical experience, Cambodia recognizes that cracking down on scam locations is a necessary but insufficient measure. To end this crime, he stated, it is crucial to collectively sever the entire chain, from human trafficking and forced labor to the misuse of technology and illegal financial flows that support criminal activities. His Excellency Net Phakthra stressed that the international conference hosted by Cambodia is not merely a forum for discussion or exchange of views but a platform to consolidate the will, commitment, and experience of countries and relevant institutions to move towards joint measures that can be practically implemented. This is the core spirit of the conference: combating transnational crime requires cross-border cooperation, mutual support, and encouragement. Crackdowns must go hand-in-hand with cutting off criminal networks, and commitments must be translated into practical actions and measurable outcomes. Cambodia desires this conference to be a significant step in promoting collective commitment towards joint action to break the criminal chain and prevent the recurrence of online scam networks. His Excellency further stated that the international conference taking place is a demonstration of collective commitment, not just from Cambodia but from the international community, in addressing transnational criminal issues that are severely impacting the people, economies, security, and societies of many countries.
