On July 4, Standing Deputy Prime Minister Phạm Gia Túc held a working session with the Ministry of Construction, relevant ministries, and seven localities (Hanoi, Ninh Bình, Hưng Yên, Hải Phòng, Bắc Ninh, Thái Nguyên, Phú Thọ) to discuss the project's readiness. Deputy Prime Minister Túc emphasized that the Ring Road No. 5 project serves not only the interests of individual localities but also the overall interests of the nation and the region. He stated that the development of each locality must be based on the common development foundation of the entire region. He urged the seven provinces and cities to unify their determination to independently secure investment capital for the parallel roads and carry out land acquisition according to their assigned tasks. The Ministry of Construction was instructed to study and thoroughly review the total investment cost, ensuring it is balanced with the average investment per kilometer of other expressways nationwide, while also considering recent fluctuations in raw material prices. It was also requested to identify the capital structure and funding needs that align with the progress and phased investment of each stage, and to clearly analyze the advantages and disadvantages of both public-private partnership (PPP) and public investment models. After the Ministry of Construction clarifies the total investment cost and phased capital allocation, the Ministry of Finance needs to provide a specific report on its capacity to balance and supplement resources. This Ring Road No. 5 project is part of large-scale infrastructure development being promoted under Vietnam's one-party system, aiming to accelerate economic growth and strengthen inter-regional connectivity. In particular, amidst complex relations with China, enhancing the self-reliance of the domestic economy and strengthening regional economic blocs hold strategic importance for Vietnam.
