Under Vietnam's one-party system, state-led investment in science and technology and the development of information infrastructure to support it are emphasized. As the economy continues to grow, industrial upgrading through innovation is considered an essential element for maintaining and enhancing national competitiveness, especially amidst complex relations with China.
