Vietnam, Russia Sign Cooperation Deals Across Sectors

Vietnamese President To Lam and Russian President Vladimir Putin witnessed the exchange of cooperation agreements across a wide range of sectors including justice, finance, investment, transport, ethnic affairs, energy, and science and technology. These accords signify a strategic deepening of bilateral relations. The agreements include a Memorandum of Understanding (MoU) on the digital transformation of judicial agencies between the two justice ministries, an MoU on strengthening investment cooperation between Vietnam’s Ministry of Finance and Russia’s Ministry of Economic Development, and an MoU on vocational education and transport sector workforce training between Vietnam’s Ministry of Construction and Russia’s Ministry of Transport. In the fields of science, technology, and nuclear safety, an agreement was exchanged on radiation and nuclear safety management for peaceful uses of atomic energy between the Vietnam Agency for Radiation and Nuclear Safety and Russia’s Federal Service for Environmental, Technological and Nuclear Supervision. Other accords include a cooperation agreement between the Vietnam Academy of Science and Technology and the Moscow Power Engineering Institute, an MoU between Vietnam National University-Ho Chi Minh City and Saint Petersburg State University, and a roadmap for strategic technology cooperation between the Vietnam Academy of Science and Technology and AFK Sistema. Furthermore, Vietnam's Bien Dong Mineral Co. Ltd and Russia's Morion LLC exchanged an MoU to explore cooperation in geological research, surveying, assessment, and exploration of mineral resources in Vietnam’s maritime zones. These agreements suggest Vietnam's intention to further strengthen its ties with Russia as it navigates its international positioning. Under its one-party system, Vietnam prioritizes economic growth and seeks to maximize national interests through relationships with major powers. Amid concerns of economic slowdown, Vietnam may also be exploring new avenues for growth through economic and technological cooperation with Russia.
