Cambodia Releases 2026 Labor Market Analysis to Guide Economic Structural Changes and Workforce Development

Phnom Penh – Cambodia's Ministry of Labor and Vocational Training has unveiled comprehensive analyses of the current state and future projections of the nation's labor market for 2026. On August 5, 2026, at a workshop in Phnom Penh, Minister Heng Sour presented three key research reports that delve into the structure of the labor market, workforce demand, and the anticipated impacts of Cambodia's graduation from Least Developed Country (LDC) status. The reports were disseminated to approximately 150 participants, representing relevant ministries and institutions, employer associations, the private sector, TVET institutions, higher education institutions, research organizations, and national and international development partners. Minister Heng Sour highlighted the critical importance of these reports in understanding the economic and labor market structure, identifying key sectors that absorb labor, and forecasting future employment needs. He stated that the findings would serve as an essential foundation for policymakers in formulating government policies, strategies, and measures. The initiative also continues the spirit of the annual National Labor and Employment Conference, aiming to foster a platform for discussing the economic situation, employment, occupations, skill demands, and potential impacts as Cambodia prepares to transition from LDC status in 2029. He emphasized that the dissemination of the "Cambodia Labor Market Update 2026," the policy brief on the "Impacts of Cambodia's Graduation from LDC Status on Labor and Socio-Economy," and the "Occupational and Employment Outlook for the Second Half of 2026" are timely and significant. These documents aim to enhance the understanding of policymakers and the public regarding the economic and labor market structure, as well as the key sectors that absorb labor and predict future employment demands. Furthermore, the reports are intended to assist universities and educational institutions in guiding students and parents in their educational and skill-related choices, based on realistic conditions and personal aspirations. This underscores the significance of investing in human capital and skill development, enabling Cambodia's workforce to better meet investment demands and become more resilient to structural economic and industrial changes, as well as unpredictable crises. The ministry affirmed its commitment to ongoing research and analysis of the labor market to direct skill development, improve the alignment between training and market needs, and enhance the long-term competitiveness of the workforce. The ministry has also built significant foundations to strengthen research and labor market information systems. With this commitment, the minister fully supports the continuation and expansion of this program to become a key mechanism for building a highly productive, inclusive, resilient, and future-ready Cambodian labor market.
