Cambodian Police Arrest 3 Chinese Kidnappers, Rescue Victim

The Criminal Police Department of the Ministry of Interior has investigated, cracked down on, and arrested three Chinese suspects involved in a kidnapping, successfully rescuing one Chinese victim. The suspects were apprehended sequentially by specialized forces in cooperation with provincial police forces and eight police inspectorates after they attempted to flee following their criminal activities in Preah Sihanouk province. According to a report from the Criminal Police Department, on July 23, 2026, at 3:58 AM, near Vanta Supermarket in Village 4, Sangkat 4, Preah Sihanouk City, an unidentified group kidnapped a victim named LI BINGHUI, male, 31 years old, a Chinese national. They forced him into a black Toyota Alphard and immediately demanded ransom money while inside the vehicle. The same report added that on the same day at 3:35 PM, specialized forces from the Preah Sihanouk Provincial Police, in cooperation with specialized forces from the Kampot Provincial Police, rescued the victim in Chum Kriel village, Chum Kriel commune, Teuk Chhou district, Kampot province, and arrested a suspect named LIU HAILONG, male, Chinese national. Subsequently, on July 24, 2026, at 5:30 PM, the Criminal Police Department, in collaboration with the Preah Sihanouk Provincial Police, Kampot Provincial Police, Kampong Chhnang Provincial Police, Battambang Provincial Police, Siem Reap Provincial Police, Banteay Meanchey Provincial Police, and the police inspectorates of Chamkarmon and Boeng Keng Kang districts, conducted further investigations. This led to the identification and location of the suspects' hideouts, resulting in the arrest of three additional suspects: 1) PANG WEIGANG, male, 43 years old, Chinese national, holding passport number EL7880793. 2) HU HAIPENG, male, 41 years old, Chinese national, holding passport number ER2360242, arrested in Tonle Bassac Sangkat, Chamkarmon District, Phnom Penh. 3) LIU HAIDONG, male, 20 years old, Chinese national, holding passport number EF8099052, arrested in Andoung Thma Meas village, Phsar Kandal Sangkat, Poipet City, Banteay Meanchey province. After their arrest, the suspects were transferred to the Criminal Police Department for interrogation and subsequently handed over to the Preah Sihanouk Provincial Police for further investigation and legal proceedings.
