MANILA, Philippines — The Quezon City Department of Public Order and Safety (DPOS) on Wednesday revoked the Iglesia ni Cristo’s (INC) permit to stage another rally on Thursday, July 2 in the vicinity of the Edsa People Power Monument. QC DPOS head Elmo San Diego relayed the development to INC minister Eraño Codera in a letter dated July 1. “We regret to inform you that after judicious evaluation of the current circumstances, particularly the severe difficulties being experienced by the general public due to the conduct of the rally along Edsa and White Plains Avenue, the Department of Public Order and Safety is constrained to withdraw its No Objection/Rally Permit to the said activity issued as of even date,” the letter read. “The No Objection/Rally Permit is hereby withdrawn and revoked,” it added. The INC-led rally started early Tuesday morning, apparently catching law enforcers off guard and causing a traffic disruption along the Epifanio delos Santos Avenue (Edsa). The Tuesday rally did not have a permit, but INC, through Codero, secured a permit from the Quezon City DPOS for a rally on Wednesday, July 1. Among the conditions of the July 1 permit was that the public assembly be limited to White Plains Avenue from 8 a.m. to 8 p.m. Given the revocation of the July 2 permit, in a separate statement, the DPOS stressed that the INC rally at Edsa-White Plains would end on Wednesday night. The DPOS explained: “Part of our responsibility as a local government is to care for the public interest. Based on reports, the protest resulted in a great inconvenience to the daily lives of our fellow citizens.” “Thousands were late or totally absent for classes or work, and many were inconvenienced in their daily business. The rallyists also broke the agreement to remain only in White Plains and not occupy Edsa,” it added. “We respect the freedom of assembly and expression, but it cannot impede the good of the many,” it further explained.
