Cambodia Launches 'Bayon' Digital Platform to Streamline Government Document Exchange

Cambodia has officially launched a new digital platform named 'Bayon' to advance the digitalization of administrative processes. This platform aims to digitize document exchange between ministries and institutions, promoting paperless operations and enhancing work efficiency. Yok Bunna, Secretary of State at the Ministry of Civil Service, emphasized that this 'Bayon' platform will not only facilitate the resolution of inter-ministerial challenges but also serve as a driving force for administrative reform under the 'One-Actor System.' This initiative seeks to strengthen inter-ministerial cooperation, fostering mutual support and complementarity to further modernize, intelligentize, and sanctify public administration. In conjunction with the platform's launch, the Secretary of State outlined a 10-point strategic action plan for the 'Bayon' network leading up to 2026: 1. Establishment of the digital platform 'Bayon' and development of operational regulations for managing document transmission and reception among ministries and institutions. 2. Promotion of organizational restructuring within ministries and institutions, and the assignment of officials to new roles based on functional and organizational reviews. 3. Encouraging the updating of organizational structures and actual staff counts within ministries and institutions. 4. Driving the definition and description of professional positions within general secretariats and specialized units of ministries and institutions. 5. Promoting the establishment of work procedures and the allocation of roles and responsibilities for unit leaders at the levels of Deputy Secretary-General/Deputy Director-General, Deputy Department Chief, and Deputy Office Chief. 6. Encouraging the implementation of incentive projects to support achievements in public administration. 7. Managing the attendance records of civil servants in ministries and institutions. 8. Developing human resource plans for ministries and institutions. 9. Organizing capacity development programs for the general secretaries of ministries and institutions under the executive branch. 10. Organizing annual retreats for the network of general secretaries of ministries and institutions under the executive branch. Through these proactive action plans, the 'Bayon' network is expected to become a vital pillar for ensuring smooth, transparent, and highly efficient operations among all ministries and institutions. This step actively responds to the Cambodian government's 'Pentagonal Strategy' goal of building a competent, innovative, and highly responsible public administration to better serve the interests of the citizens and the nation as a whole.
