Cambodia Urges Provincial Police to Enhance Public Service Efficiency and Citizen Support

Major General Heng Sophal, Commissioner of Kampong Thom Provincial Police, has urged administrative police posts under his command to enhance the efficiency and warmth of public service delivery to citizens. This directive was issued on September 9, 2026, during an inspection of police posts and a review of the status and location of administrative police posts slated for new construction in the 2027 project, within the geographical area of Baray District, Kampong Thom Province. Major General Heng Sophal stated that in accordance with the high guidance of General Sar Thet, Director General of National Police, all levels of leadership must pay attention to the well-being of their subordinate forces who are diligently working to contribute to maintaining security, safety, and social order. Concurrently, the Provincial Police Commissioner praised the leaders and forces for their efforts in organizing and improving their units to be vibrant and orderly under the umbrella of solidarity, internal unity, and good cooperation. He also set important work directions for the forces to implement to ensure high efficiency, focusing on strengthening the discipline of the National Police forces and professional work procedures, to be carried out with a high spirit of responsibility according to their roles, duties, and hierarchy. He instructed the preparation of action plans for daily work, including the organization of duty rosters to be ready to provide administrative services to the people, monitor the situation, maintain security, safety, and public order, and increase patrols in vulnerable areas within their responsibility, in cooperation with the civil defense forces to prevent and combat all types of crimes. Simultaneously, he emphasized strengthening meeting procedures to review and evaluate past work results, address challenges and remaining tasks, and set new work directions to achieve further success. He also instructed to cooperate with local commune-sangkat authorities to enhance the dissemination of the "Safe Village-Commune-Sangkat" policy through public forums and by promoting the seven characteristics to all strata of the population in vulnerable areas to enhance understanding and participation for better results. The dissemination of this policy should be done in cooperation with commune-sangkat authorities by organizing public forums to receive opinions, challenges, and concerns from the people, aiming to find timely and effective solutions. Furthermore, he called for strengthening the management of people, means, firearms, special occupations, and the presence of foreigners in the locality through passports, visas, and residence permits, and occupations. In particular, he stressed the reinforcement of the implementation of Sub-Decree No. 03 on the management of security in collective living areas to prevent, combat, and suppress online fraud crimes within their area of responsibility. He also urged to strengthen police-community work by establishing close relations with local authorities, commune-sangkat councils, village chiefs, and residents through planned meetings and dissemination of important content in designated areas on a regular basis. Regarding the provision of public services, the Commissioner instructed to enhance the provision of services to the people, including residence books, family books, and Cambodian identity cards, to be fast, timely, and efficient to facilitate the public. He also called for strengthening civil defense movements in each commune and encouraging the participation of local residents to jointly strengthen social security, order, and safety. In terms of crime prevention, he instructed to strengthen crime targets on the map by using crime data collected from Form No. 1 to identify priority crime types and develop plans to prevent, combat, and eliminate crimes occurring in the locality effectively. Major General Heng Sophal firmly emphasized that the transfer of forces from administrative police posts is strictly prohibited. For administrative police posts lacking personnel, he ordered the deployment of forces from the district/city police inspectorates to supplement them according to specific periods and conditions to ensure efficiency in carrying out duties and contributing to better security, safety, and order.
