Dong Thap Accelerates Creation and Update of Electronic Health Records

Dong Thap province is accelerating the creation and updating of electronic health records (Sổ sức khỏe điện tử) to enhance the protection, care, and improvement of public health. Phan Van Thang, Permanent Deputy Secretary of the Provincial Party Committee, has called on Party committees, departments, and sectors to expedite this initiative. While the province has seen positive results in organizing regular health check-ups, free screenings, and updating electronic health records on the VNeID application, the implementation progress remains slow compared to requirements. Many communes and wards have low integration rates, with health insurance card integration at only 23% and social security account integration at 14% or more, falling short of provincial targets. To strengthen leadership and coordination, the Provincial Party Committee's Standing Board has mandated a concentrated month for creating and updating electronic health records across the province. The goal is to achieve over 90% of residents having their electronic health records created, updated, and utilized by October 15, 2026. Members of the Provincial Party Committee and heads of agencies, units, and localities are directly responsible for the progress, quality, and results of their assigned tasks. They are urged to avoid shirking responsibilities and to strive for timely, practical, and effective completion of targets. The province emphasizes the importance of effectively implementing the campaign to create and update electronic health records on the VNeID app, linking it with the "Digital Lifelong Learning Movement." Public awareness campaigns will be intensified, providing clear, simple, and accessible guidance tailored to different groups and local conditions. Party Committees of communes and wards will lead local authorities, the Vietnam Fatherland Front, political-social organizations, and related branches to synchronously and practically implement health check-ups and electronic health record creation for residents, adhering to the principle of "easy to understand, easy to do, easy to access, and leaving no one behind." The Provincial Youth Union will collaborate with Youth Unions of universities and colleges to mobilize IT-skilled student volunteers to form teams supporting residents in creating and updating their electronic health records on the VNeID app. Priority will be given to industrial zones, dormitories, areas with high worker populations, and localities with low integration rates or significant delays. The Provincial Party Committee's Standing Board has assigned the Provincial People's Committee Party Committee to direct the Provincial People's Committee to instruct the Department of Health, Department of Science and Technology, Provincial Police, and relevant agencies to urgently assign clear responsibilities, focal points, and areas of responsibility. They are to implement their assigned tasks synchronously and decisively. Professional guidance will be strengthened from the provincial to the grassroots level to ensure uniformity and timeliness, with proactive monitoring and problem-solving at the local level to prevent bottlenecks or prolonged delays.
