Poipet Raids Uncover Online Scam Operations, 69 Foreigners Detained in Cambodia

Banteay Meanchey provincial authorities in Cambodia have continued their administrative inspection operations in Poipet city, checking 8 locations on September 23, 2026, and discovering a total of 69 foreigners, including 20 women. Two of these locations were raided in connection with online scam offenses. This operation was conducted under the guidance of Mr. Ou Ratry, Governor of the province and Head of the Administrative Security Command, with the cooperation of Mr. Keat Vannarath, Prosecutor of the Banteay Meanchey Provincial Court. According to the report from the Administrative Security Command, the 69 foreigners include 51 Indonesians (20 women) and 18 Chinese nationals. Among them, 51 foreigners possessed valid stay documents, while the other 18 lacked legal documentation. A key aspect of this operation was in the Ou Ruessei commune, where joint forces cracked down on two locations involved in online scam activities. At these two sites, authorities found 18 Chinese nationals residing without legal documents. Authorities also confiscated several items, including 12 All-in-One computers, 2 laptops, 16 mobile phones, one Chinese police uniform, 2 CPU casings, and one monitor. In the Poipet commune, law enforcement officers inspected two locations and found 8 Indonesian nationals, including 6 women. Authorities confirmed they had proper documentation and were not involved in online scam offenses. In the Ou Chrov commune, law enforcement officers inspected two locations and found 42 Indonesian nationals, including 14 women. All foreigners had proper documentation and were not found to be involved in online scam activities. In the Psar Kandal commune, law enforcement officers inspected two locations and found one Indonesian national with proper documentation, not involved in online scam offenses. The operation in Ou Ruessei commune was conducted with the facilitation of Mr. Samrith Sokhun, Deputy Prosecutor of the Provincial Court. The authorities in Banteay Meanchey province are currently continuing to strengthen administrative inspections and crack down on locations suspected of involvement in online scam activities and other offenses within the Poipet city area.
