Philippines Envoy Departs, Reaffirming ASEAN Observer Neutrality

Outgoing Philippine ambassador to Cambodia Flerida Ann Camille P. Mayo has reaffirmed her nation’s commitment to remaining a neutral and impartial chair of the ASEAN Observer Team (AOT) which is tasked with overseeing the implementation of the Cambodia-Thailand ceasefire. She shared the assurance as she paid a July 8 farewell call on Minster of Foreign Affairs and International Cooperation Prak Sokhann. The observer mission has stepped up inspections of disputed border areas in recent days, including visits to Battambang, Banteay Meanchey and other western frontier provinces. Cambodia has repeatedly welcomed the ASEAN monitoring mechanism as an important confidence-building measure, while continuing to document what it says are violations and encroachments along sections of the disputed frontier. The farewell meeting primarily marked the completion of ambassador Mayo’s diplomatic mission in Cambodia but also highlighted the growing strategic partnership between Phnom Penh and Manila. As current ASEAN chair, the Philippines plays a central role in ASEAN’s ceasefire monitoring efforts. “During the meeting, Sokhonn congratulated Mayo on the successful completion of her diplomatic assignment and commended her contribution to strengthening bilateral relations,” according to the ministry. He noted that Cambodia and the Philippines had achieved significant progress in cooperation across multiple sectors during her tenure and praised her efforts in facilitating several landmark high-level exchanges between the two countries. These included Prime Minister Hun Manet’s official visit to the Philippines in February 2025 and Philippine President Ferdinand Marcos Jr.’s state visit to Cambodia in September 2025, alongside other senior-level exchanges. Sokhonn also expressed Cambodia’s readiness to co-chair, together with his Philippine counterpart, the fifth Cambodia-Philippines Joint Commission for Bilateral Cooperation next year. The meeting will coincide with the 70th anniversary of diplomatic relations between the two countries, providing an opportunity to further expand cooperation. Both sides reviewed collaboration in defence and security, trade and investment, agriculture, tourism, education and people-to-people exchanges. According to the ministry, they reaffirmed their shared commitment to deepening bilateral cooperation to deliver “tangible and long-lasting benefits” for the people of both countries. Ambassador Mayo said Cambodia had continued to make remarkable progress despite global economic and political uncertainties. She cited the country’s achievements in economic development, diplomacy, tourism, social development, digital transformation and infrastructure, while expressing gratitude for the cooperation and support she received throughout her diplomatic mission. The ambassador said she felt honoured and proud to have served in Cambodia and thanked officials at the foreign ministry for their close cooperation during her tenure.
