Indonesian MPR Submits National Development Blueprint Concept to President Prabowo
The Indonesian People's Consultative Assembly (MPR) has submitted the concept of the National Development Blueprint (PPHN) to President Prabowo Subianto. This initiative aims to establish a long-term national direction that transcends individual administrations, serving as a successor to the former GBHN.
The Indonesian People's Consultative Assembly (MPR) has submitted the concept of the National Development Blueprint (PPHN) to President Prabowo Subianto, which will serve as the fundamental guideline for national development beyond the current administration. MPR Chairman Muzani announced after a meeting with the President at the Presidential Palace in Central Jakarta on Monday (3/8) that the concept had been handed over to President Prabowo. "We have submitted the concept of the National Development Blueprint, which was still a draft last year and was under discussion by the team we formed. On this occasion, we have submitted the concept to the President of the Republic of Indonesia," Muzani stated after the meeting. The Gerindra politician mentioned that the MPR leadership also discussed the PPHN with President Prabowo during the meeting. Muzani said that President Prabowo, in principle, left the mechanism for making the PPHN a guideline for inter-governmental administrations to the MPR. "So, the President has entrusted the MPR's mechanism to establish this PPHN as a guideline for subsequent presidencies," he said. For the record, the PPHN will later become a legal document containing strategic policy directions and national development guidelines that transcend presidential or governmental periods in Indonesia. The PPHN is designed to have the same function as the Great Guidelines of State Policy (GBHN) during the Old Order (Orla) under President Sukarno and the New Order (Orba) under President Suharto. Before the reform era, GBHN was stipulated by the MPR, the highest state institution at the time, and had to be implemented by the president as the MPR's mandate holder. However, along with the amendments to the 1945 Constitution, which also changed the MPR's status to a high state institution, GBHN was abolished. Its function was then replaced by laws regulating national development planning and the National Long-Term Development Plan (RJPN). The drafting of the PPHN was a recommendation from the 2014-2019 MPR period. During that MPR period, the PPHN was planned to be incorporated into the 1945 Constitution through a limited amendment. Subsequently, following studies conducted, on December 9, 2025, Deputy Chairman of the MPR, Eddy Soeparno, stated that in addition to constitutional amendment, the implementation of PPHN could also be regulated through other methods such as MPR Decrees (Tap MPR) and laws.
