Vietnam's Rooftop Solar Power: Cutting Costs and Enhancing Energy Security

Across Vietnam, the installation of rooftop solar power systems by businesses and households is accelerating to cope with the surge in electricity demand driven by extreme summer heat. This trend not only brings direct economic benefits but also serves as compelling evidence of the correctness of policies on renewable energy development and national energy security. Businesses are proactively harnessing solar energy on their factory and building rooftops. This allows them to significantly reduce electricity expenses, acting as a "shield" against production disruptions due to energy shortages. For instance, the FLC Samson Beach Hotel in Thanh Hoa, which can face monthly electricity bills of up to 17 billion VND during peak summer to serve its 5-star facilities and services, has mitigated this burden by installing a rooftop solar power system with a capacity exceeding 1,000 kWp. Similarly, FISSCO, a seafood processing company in Quang Tri province, invested in a 450 kWp system to cut its annual electricity costs, which previously exceeded 5 billion VND. On a household level, Ms. Le Thi Nga in Thanh Hoa province reported that after installing a 3.1 kWp system, her monthly electricity bill dropped from 1-1.5 million VND to just over 700,000 VND. She also sells about 20% of her excess electricity back to the power company. Mr. Luong Hung Cuong in Quang Tri, who runs a restaurant, invested nearly 200 million VND in a 12 kW solar system combined with a 32 kW battery storage unit. He anticipates recovering his investment in 4-5 years, significantly reducing his monthly electricity payments. Power companies themselves are leading by example. 100% of employees at Thanh Hoa Power Company have installed rooftop solar systems at their homes. The Northern Power Corporation (EVNNPC) has also pioneered rooftop solar installations at 16 of its offices, totaling approximately 7,100 kWp, and is advancing a 530 MW/1,060 MWh energy storage system (BESS) project. The government has strategically prioritized energy security and renewable energy development. Prime Minister Pham Minh Chinh's Directive No. 10/CT-TTg, issued on March 30, 2026, clearly outlines the push for electricity conservation and rooftop solar power. This policy is further supported by Decree No. 243/2026/ND-CP (amending Decree No. 58/2025/ND-CP), which addresses the initial investment cost burden, providing a strong financial incentive for society. These tangible economic benefits and widespread public adoption underscore the effectiveness and timeliness of policies from the central to local levels. Amid concerns about declining traditional energy sources and their environmental impact, the development of local renewable energy resources is a clear direction set by Politburo Resolution No. 70-NQ/TW on ensuring national energy security until 2030, with a vision to 2045.
