Cambodia Highlights Refugee Plight and Sovereignty Concerns at UN Amidst Border Dispute with Thailand

GENEVA – On September 8, 2026, during the 63rd session of the Human Rights Council, Cambodia's Permanent Representative to the United Nations in Geneva, H.E. Ke Sovann, delivered an intervention under Agenda Item 2, during a general debate on the annual report of the UN High Commissioner for Human Rights. Ambassador Ke Sovann highlighted the ongoing human rights and humanitarian impacts stemming from the Cambodia-Thailand border conflict, noting that over 20,000 Cambodian citizens remain displaced and civilian infrastructure has been damaged. The Ambassador expressed grave concern over continued illegal activities by Thai armed forces within occupied areas of Cambodian territory. He pointed to the creation of "faits accomplis" through the installation of barbed wire, containers, and military and civilian infrastructure, as well as the issuance of land titles to Thai citizens before joint border demarcation and boundary pillar establishment. H.E. Ke Sovann called for full respect for international law, including sovereignty, territorial integrity, and the peaceful resolution of disputes, to end the suffering of civilians and achieve lasting peace. This intervention underscores the persistent challenges posed by the border dispute, which continues to affect the lives of citizens in affected regions. The demarcation process between Cambodia and Thailand has historically been a source of sporadic clashes and tensions, with unilateral actions in undemarcated zones posing a risk of escalation. Cambodia's appeal to the international community emphasizes the importance of its sovereignty and territorial integrity, seeking a peaceful and legally sound resolution.
