Cambodia Aims to Complete Land Registration and Titling by End of 2027

Cambodian Prime Minister Hun Manet announced on the morning of July 29, 2026, that the processes of land surveying, registration, and titling are planned to be completed by the end of 2027. The Prime Minister made these remarks during a ceremony to distribute over 20,000 land titles to residents of S'ang Kandal district, Kandal province. During the event, the Prime Minister stated that the distribution of land ownership certificates reflects the concrete development in the implementation of the government's land policy for citizens, especially in resolving land disputes arising from unclear possession. As of now, the Ministry of Land Management, Urban Planning and Construction has surveyed a total of 13,956,479 land parcels, equivalent to 103% of the estimated parcels. An additional 2.6 million titles have been issued, bringing the total to 9,641,857 titles, representing 86% of all parcels. A total of 8,765,419 certificates of immovable property ownership have been distributed. Alongside the efforts of specialized officials, Prime Minister Hun Manet emphasized the need to accelerate land surveying work to reduce the costs associated with resolving land disputes. He suggested increasing the number of specialized officials or volunteers to expedite the surveying process. The Prime Minister highlighted, "If we do not speed up land surveying, the cost of surveying itself is one matter, but the cost of resolving issues due to slow surveying is a much bigger issue, costing more. Therefore, we are willing to spend on deploying additional forces, and sometimes they work on Saturdays and Sundays because in some areas, our worker brothers and sisters are only available on Sundays. This shows that our forces are working, so I am very grateful."
