Cambodia: 17-Year-Old Charged in Phnom Penh Assault Case

In Cambodia's capital, Phnom Penh, a 17-year-old youth has been charged with assault and torture of an acquaintance. Prosecutors at the Phnom Penh Municipal Court decided on the afternoon of July 31st to indict the youth, who allegedly identified himself as a "child of Me 07" and assaulted another young victim. Chhay Hong, the deputy prosecutor in charge of the case, stated, "In this case, the prosecutor has decided to open an investigation into the suspect for the crime of intentional assault with aggravating circumstances, as stipulated in Article 218 of the Penal Code." The suspect's real name is Rothna Visal, male, aged 17. The suspect was arrested by the Phnom Penh Military Police on July 28th, after he and his accomplices allegedly used violence against a young man, causing serious injuries, claiming they were "children of Me 07." This incident highlights potential issues of violence among youth in Cambodian society, particularly behaviors that boast their status and intimidate others. Further investigation is awaited to clarify the suspect's status as a minor and the identity of the person referred to as "Me 07."
