Cambodia Endorses New Framework for Green Investment with GGGI and Environment Ministry

The Ministry of Environment and the Global Green Growth Institute (GGGI) have endorsed the strategic direction of the GGGI Cambodia Country Planning Framework (CPF) 2026–2028, setting out priorities to strengthen climate action, mobilise green investment and support sustainable economic development. The framework was endorsed during a July 28 ceremony, with Minister of Environment Eang Sophalleth and GGGI executive director Sang-Hyup Kim signing its foreword, reaffirming cooperation between Cambodia and the international organisation. The new framework builds on a partnership that began in 2012 and comes as Cambodia prepares to graduate from Least Developed Country status while addressing growing climate risks, environmental degradation and increasing pressure on natural resources. According to GGGI, the framework will focus on developing investment-ready projects and strengthening financial systems to attract both public and private investment. Priority financing mechanisms include sustainable bonds, blended finance and carbon finance under Article 6 of the Paris Agreement. Cooperation will centre on green, resilient and circular cities and infrastructure, sustainable agriculture, resilient landscapes and an inclusive transition to clean energy. “Cambodia remains committed to pursuing development that is economically resilient, socially inclusive and environmentally sustainable. This Framework provides a clear direction for strengthening cooperation, mobilising investment and implementing practical solutions that support our national climate and environmental priorities,” said the environment minister. GGGI executive director Sang-Hyup Kim noted that Cambodia has been an important partner in advancing sustainable development over the past decade. “Cambodia has been a valued partner of GGGI since 2012 and a strong supporter of sustainable development and international cooperation,” he said. “Through this framework, we will work closely with the Royal Government of Cambodia to strengthen its climate leadership through strong carbon market cooperation, supporting the country in translating its climate commitments and green growth ambitions into tangible projects, investments and lasting benefits for communities,” he added. Under the framework, GGGI will continue supporting Cambodia through programmes including the Green Climate Fund, the Korea Development Bank-funded Climate Technopreneurship Project, the Climate Technology Accelerator Fund (CTAF), Article 6 readiness and implementation, and the development of Cambodia’s green and sustainable bond market. The framework also highlights the Tonle Sap Sustainable Environmental Initiative, which aims to strengthen cooperation among government agencies, development partners, local communities and investors to promote sustainable development and climate resilience across the Tonle Sap region. Both parties said the framework reaffirms their commitment to translating Cambodia’s climate and green growth policies into practical projects that deliver long-term benefits for the country’s economy, people and natural environment.
