Vietnam to Expand Health Insurance Coverage for Cancer and Rare Disease Drugs

Vietnam's Ministry of Health is undertaking a review and revision of the list of drugs covered by the Health Insurance Fund (BHYT). This process is expected to result in the inclusion of new treatments for cancer, chronic diseases, and rare diseases within the BHYT coverage. Alongside these additions, modifications to the payment conditions and reimbursement rates for certain existing medications are also anticipated. The primary objective behind this initiative is to enhance patient access to high-cost pharmaceuticals and alleviate the financial strain on individuals seeking treatment. The expansion is particularly significant for cancer and cardiovascular disease therapies, many of which are expensive, and their inclusion under BHYT is projected to benefit a substantial segment of the Vietnamese populace. Recent years have seen the emergence of advanced and costly new drugs in Vietnam, driven by technological progress in the medical field. However, the prohibitive cost of many of these innovative treatments, often excluded from BHYT coverage, has presented a considerable economic hurdle for patients. This forthcoming expansion of the drug list represents a notable step towards mitigating these financial challenges. Illustrative of the potential impact, there are documented cases of late-stage lung cancer patients achieving stable disease for as long as six years through the use of targeted therapy drugs, underscoring the importance of improved access to such advanced treatments. Data from the first half of the current year indicates that over 93.7 million medical service visits were facilitated through BHYT. Furthermore, there are ongoing plans to introduce free periodic health check-ups for citizens, estimated to be worth around 350,000 VND (approximately $15 USD) per person annually, which will also be covered by BHYT. These measures highlight a concerted effort towards advancing public health and preventative care. Within Vietnam's political framework, social welfare initiatives are accorded high priority by the government. The augmentation of the health insurance system is a cornerstone of the nation's healthcare strategy, aiming for universal coverage and symbolizing the government's commitment to ensuring that the dividends of economic growth are broadly shared among its citizens. Nonetheless, the long-term viability of this expanded coverage, including its financial sustainability and the assurance of a consistent supply of essential medicines, will require careful management. Moreover, in the broader geopolitical context, particularly concerning relations with China, strategic considerations such as diversifying the pharmaceutical supply chain and nurturing the domestic drug manufacturing industry are likely to gain increasing importance.
