The OVP also reported a 92.32% budget utilization rate for its 2025 appropriations under the General Appropriations Act. An unmodified opinion, also referred to as an unqualified opinion, is issued when an auditor concludes that an agency’s financial statements are presented fairly, in all material respects, in accordance with the applicable financial reporting framework.
