
Cambodian National Assembly Holds Dialogue on Sustainable Environmental Governance with Youth Council
The National Assembly's 3rd Commission organized a learning dialogue on sustainable environmental governance and leadership at the request of the Youth Council of Cambodia. The event aimed to enhance youth environmental awareness and their contribution to climate change mitigation.
On July 8, 2026, at the request of the Youth Council of Cambodia (YCC), the 3rd Commission of the National Assembly organized a learning dialogue on "Leadership in Sustainable Environmental Governance" at the National Assembly. Dr. Ma Choeun, Acting Chairman of the 3rd Commission, stated that the environment is a pillar of the 6th mandate policy under the leadership of Samdech Techo, and the 7th mandate policy under the leadership of Prime Minister Samdech Moha Borvor Thipadei Hun Manet. He emphasized that "development must go hand in hand with sustainable environmental protection." Dr. Ma Choeun considered the forum to be of utmost importance, recognizing the YCC youth as the "bamboo shoots that will inherit the bamboo," with a strong spirit to participate and contribute to environmental protection. He noted their eagerness to learn more about sustainable environmental governance, which is a key aspect of people's lives globally. He encouraged the youth to continue their efforts in protecting the environment and combating climate change in Cambodia. He also called on all young people to actively participate in reforestation, reduce plastic consumption, and ensure proper waste disposal to mitigate greenhouse gas emissions. During the dialogue, Dr. Ma Choeun and the presiding committee members shared key recommendations, knowledge, and practical work experiences. They highlighted the significant role of the 3rd Commission in ensuring balanced economic and social development alongside sustainable environmental protection. To foster greater input and clarity for the youth, the 3rd Commission of the National Assembly opened the floor for questions from the young participants. The YCC expressed immense joy and excitement for the valuable opportunity to engage in the learning dialogue. They gained a clearer understanding of environmental governance and leadership, as well as management work, which will contribute to their efforts in responding to the Cambodian Government's "2024-2033 Climate Change Strategic Plan." This plan serves as a national policy roadmap, encompassing ambitions to reduce greenhouse gas emissions, adapt to climate change, and enhance governance. The crucial learning dialogue also provided youth with insights into three key aspects: 1) Learning from the Committee on Economy, Planning, Investment, Agriculture, Rural Development, and Environment; 2) Discussing the potential for increasing national budget allocation for climate resilience, environmental protection, and sustainable development, including mechanisms for commune and provincial funding; and 3) Studying environmental governance and leadership to integrate youth participation and environmental priorities into the national governance framework and the process of preparing investment plans.
