Cambodian Anti-Drug Official and Four Others' Appeal Hearing Postponed

The Phnom Penh Court of Appeal has indefinitely postponed the appeal hearing for former senior anti-drug official Van Kosal (retired Major General, Deputy Director of the Anti-Drug Department) and his four accomplices. The hearing, initially scheduled for July 14, was postponed due to a request from the defense lawyers. The defendants had appealed the guilty verdict handed down by the Phnom Penh Municipal Court. On September 18, 2025, the Phnom Penh Municipal Court sentenced Van Kosal to 17 years in prison for illegal detention with aggravating circumstances (extortion) and money laundering. His four accomplices, Chhoun Limheng (33), On Samoun (46), Net Sokhum (44), and Chau Sideth (48), were each sentenced to 15 years in prison for illegal detention with aggravating circumstances (extortion). These charges stem from three incidents that occurred in Phnom Penh on October 16, 2023. The defendants appealed this verdict. The accused will remain in prison pending further proceedings.
