Vietnam to Expand Real Estate Notarization Jurisdiction Nationwide from July 2028

The Ministry of Justice of Vietnam has submitted a draft amendment to regulations concerning the notarization of real estate transactions. If approved, starting July 1, 2028, notaries public will be able to notarize real estate transactions anywhere in the country. Currently, notaries public in Vietnam are only permitted to notarize real estate transactions involving properties within the province or city where their notary office is located. This territorial restriction has impacted the efficiency and convenience of real estate dealings. The proposed amendment aims to abolish this regional limitation and expand the scope of notary public activities nationwide. This is expected to accelerate real estate transaction procedures and enhance convenience for all parties involved. This change has the potential to invigorate Vietnam's real estate market. Simplification of procedures is anticipated, particularly for transactions in remote areas and for real estate development projects spanning multiple regions. The Ministry of Justice plans to solicit feedback on this draft amendment from relevant agencies and the public.
