Phnom Penh, August 8, 2026 -- The Ministry of Social Affairs, Veterans, and Youth Rehabilitation, represented by Secretary of State H.E. Ol Roeun, and Kep Provincial Deputy Governor H.E. Khann Sokha, presided over the opening of a training course on the implementation of social affairs, veterans, and youth functions. The training, held on August 6-7, 2026, was for officials responsible for social affairs and social welfare from the municipalities and districts of Kampot and Kep provinces. H.E. Ol Roeun highlighted that the training course aims to impart and strengthen the capacity of all relevant officials, especially those working in social affairs in the municipalities, districts, and provinces of the two provinces. This will enable them to perform their duties effectively and with tangible results, in accordance with Annex 1 and Annex 3, point 'd' of Sub-decrees No. 182, 183, and 184, and Article 6 of Sub-decree No. 34, as well as the guidance book. The training is based on the legal framework, normative documents, guidelines, and procedures of the Ministry of Social Affairs, Veterans, and Youth Rehabilitation. The training participants included Under Secretaries of State, Directors-General, the Director of the National Institute of Social Affairs, heads and deputy heads of departments, representatives of relevant units, provincial heads and deputy heads of the Ministry of Social Affairs, Veterans, and Youth in Kampot and Kep provinces, the social affairs and social welfare offices of all nine municipalities and districts in Kampot province, the social affairs and social welfare offices of the two municipalities and districts in Kep province, and development partner organizations in Kampot and Kep provinces, totaling approximately 65 participants.
