Laos Cannot Afford to Slow AI Development: Science Minister

Laos' Minister of Science and Technology stressed that the nation "cannot afford" to slow down its artificial intelligence (AI) development. The minister noted that the emphasis should be placed on responsible development rather than the speed of advancement itself. In a social media post, the minister stated, "It is an entirely different matter for a country already ahead to adjust its pace, than for a nation that is catching up while simultaneously having to create new markets to slow down." He asserted, "We cannot afford to slow down the pace of AI development." The minister pointed out that the gap between countries that have secured AI frontier models approaching the level of human intelligence and those who have not could eventually extend beyond merely a technological gap and into other areas, such as the country's industrial competitiveness, national security, and even its future growth. However, the minister cautioned against unconditional acceleration, emphasizing that efforts to ensure safety and trust should also come in tandem with the pace of technological development. The minister's comments come amid a global debate over whether the industry should decelerate the speed of AI development. Executives from major US AI companies, including those from OpenAI and Anthropic, have called for the industry to slow down the pace of advancement to ensure public safety. In contrast, former US President Donald Trump has expressed a different opinion, dismissing concerns about AI safety as a "hoax." Laos, prioritizing its relationships with neighboring countries such as China and Vietnam, is compelled to adopt technological innovation for economic development. Especially within its economic growth strategy under a one-party system, the adoption of cutting-edge technologies like AI holds the potential to maintain international competitiveness and improve the lives of its citizens. However, its development requires a cautious approach that considers not only technological progress but also social impacts and ethical aspects.
