UN Rights Envoy Inspects Cambodia-Thailand Border Tensions

PHNOM PENH, July 27, 2026 (KPT) – UN Special Rapporteur on human rights in Cambodia Thomas Andrews on Monday inspected the Boeung Trakuon border area in Banteay Meanchey province, where officials admit tensions with Thailand have displaced hundreds of thousands. Provincial authorities said Andrews and his delegation toured Thma Puok district to observe geographical conditions, security and the living situation of residents along the frontier. The visit was coordinated by Governor Um Reatrey and local officials, who briefed the UN team on conditions in the area. Officials said the mission aimed to give the UN delegation direct information on the ground. Andrews has been meeting Cambodian officials and civil society groups during his mission, which comes amid heightened concern over the humanitarian fallout of the border conflict. In Phnom Penh last week, Cambodian Human Rights Committee vice-chairman Keo Sothie told Andrews the clashes with Thai forces had created a “serious humanitarian and human rights crisis.” He said more than 640,000 people had fled attacks by the Thai military, with thousands still unable to return home. Despite a ceasefire signed December 27, 2025, Sothie said over 20,000 remain displaced due to continued shelling, landmines, damaged property and what Phnom Penh describes as Thai occupation of disputed territory. “These actions amount to grave violations, depriving civilians of security, housing and livelihoods,” Sothie said, accusing Thai forces of seeking to impose a fait accompli in contested areas.
