Sumatra Disaster Recovery: Push for Accelerated 2026 Additional Budget Implementation

Indonesia is accelerating the implementation of the 2026 Additional Budget (ABT) for disaster recovery in Sumatra (Aceh, North Sumatra, West Sumatra). Relevant ministries and agencies are urged to promptly execute planned programs and maximize direct benefits for affected communities.

The Indonesian government is accelerating the implementation of permanent post-disaster recovery programs in Aceh, North Sumatra, and West Sumatra, as the Additional Budget (ABT) for the 2026 Fiscal Year begins to be disbursed to several ministries and agencies (K/L). The Sumatra Post-Disaster Rehabilitation and Reconstruction Acceleration Task Force (Satgas PRR) urges all recipient agencies to immediately realize their planned programs so that their benefits can be felt by the affected communities. Head of the National Post for the Sumatra Post-Disaster PRR Task Force, Inspector General Wahyu Bintono Hari Bawono, emphasized that the current phase is the implementation of the Sumatra Post-Disaster Rehabilitation and Reconstruction Master Plan 2026–2028. Therefore, all ministries and agencies are asked to prioritize the implementation of activities that have received budget support to ensure the recovery process runs faster and is measurable. According to Wahyu, accelerating budget realization is not just about meeting absorption targets, but a concrete step to speed up the recovery of people's lives. He reminded that every rupiah of the budget must be directed towards programs that provide direct and sustainable benefits, ranging from the provision of permanent housing, basic infrastructure recovery, to improving public services. "Please, from the use of this budget, the benefits and impacts must truly be felt by the community. Because in the field, our brothers and sisters are still not living well. Many are still in temporary shelters (huntara), and many infrastructures, especially bridges, are still heavily damaged, and other situations that indeed require concrete recovery steps," said Wahyu during the Coordination Meeting for Accelerated Realization of the 2026 Additional Budget, held online on Friday (3/7/2026). Deputy for Regional Development at the Ministry of National Development Planning (Bappenas), Medrilzam, asked all ministries and agencies to maintain consistency in program implementation according to the agreed documents and avoid substantial changes during the 2026 Fiscal Year. "All ministries and agencies are to prioritize the implementation of approved activities so that the program benefits can be felt by the community immediately. If there are proposals for changes in location, type of activity, or output, the discussion must be done first with Bappenas through the Master Plan monitoring, evaluation, and revision mechanism," said Medrilzam. Meanwhile, Director General of Budget at the Ministry of Finance, Sudarto, conveyed that most of the main ministries and agencies have received budget approval, so program implementation can begin soon. He encouraged all ABT recipients to accelerate the procurement of goods and services, contract signing, and activity implementation while upholding good state financial governance. "Ministries and agencies that have received budget allocations must immediately carry out the procurement process, contract signing, and activity implementation without delay. All stages must be carried out with orderly administration, in accordance with regulations, and still guided by the jointly agreed Master Plan," said Sudarto. Based on data from the Ministry of Finance, to date, seven ministries and agencies have received ABT, namely the Central Statistics Agency (BPS), the Ministry of Public Works and Public Housing, the Ministry of Transportation, the Ministry of Social Affairs, the Ministry of Health, the Ministry of Housing and Settlement Areas, and the Ministry of Primary and Secondary Education. Meanwhile, budget proposals for other ministries and agencies are still being processed according to the applicable mechanism. In the Sumatra Post-Disaster Rehabilitation and Reconstruction Master Plan 2026–2028, 11,520 activities are planned to be implemented collaboratively by 33 K/L with affected local governments, supported by a budget of Rp 100.166 trillion.
