Vietnam Communist Party Updates Overseas Vietnamese Policy to Boost National Development Contributions

On August 2, 2026, on behalf of the Politburo, General Secretary and President To Lam signed and issued Resolution No. 23-NQ/TW on overseas Vietnamese affairs. This new resolution replaces Resolution No. 36-NQ/TW of the Politburo on overseas Vietnamese affairs, which was originally issued more than 20 years ago in 2004. Resolution 23 is expected to create new momentum for overseas Vietnamese, often referred to as 'Kieu Bao,' to contribute to national construction. The Vietnamese community in southern Laos has expressed high regard for the content of Resolution 23, and information regarding this new policy is also being shared with the Vietnamese community in Brunei.
